FSCA-licensed ZARU, a one-rand stablecoin backed onshore and issued by BlockTower, is live on Circle’s Arc and trading ZARU/USDC through StableFX.
South Africa’s rand now has an on-chain institutional route into Circle’s markets. ZAR Universal (ZARU), a rand-denominated stablecoin issued by BlockTower under an FSCA licence, has gone live on Circle’s Arc blockchain and launched as a founding currency pair on Circle StableFX.
Each ZARU is designed to represent one rand, fully backed by South African rand held onshore. Reserves are managed by Sanlam Specialised Asset Management under an asset liability management agreement. The 1:1 claim is the product’s core promise — and the one regulators and counterparties will test first when volumes rise.
ZARU will trade against USDC through StableFX, Circle’s on-chain foreign exchange platform, with settlement on Arc. StableFX uses a request-for-quote model and atomic settlement: both sides of a trade settle simultaneously, or neither completes.
That design is aimed at cutting the correspondent-banking friction and limited trading-hour constraints that still shape rand FX. It does not erase South African exchange-control policy. Cross-border crypto rules remain under consultation separately, and ZARU’s institutional use will sit inside that wider capital-flow debate.
Luno’s earlier ZARU listing already gave the token a regulated exchange secondary market. Arc and StableFX add the institutional FX lane. The two routes will be judged on spreads, uptime and redemption — not on partnership logos.
ZARU is being developed through a partnership involving Luno, Sanlam, EasyEquities, Lesaka and BlockTower. Luno is positioned as the primary exchange venue for ZARU/USDC liquidity. EasyEquities is expected to offer retail access; Lesaka has been linked to merchant and point-of-sale exploration.
Circle has framed ZARU as the first African stablecoin on StableFX under its Partner Stablecoins programme. That is a distribution and credibility signal, not proof of deep secondary-market volume.
ZARU’s launch arrives while Treasury and the SARB are still consulting on cross-border crypto reporting. An FSCA-licensed rand token on Arc does not automatically settle every FinSurv question about offshore legs.
Institutions will want clarity on whether StableFX ZARU/USDC activity is treated as FX, crypto transfer, or both. Until that is written down, compliance teams will move slower than the marketing timeline.
Onshore reserves and an FSCA licence are necessary conditions for institutional interest. They are not sufficient. Liquidity depth, redemption reliability under stress, and how FinSurv treats ZARU-linked offshore flows will decide whether this becomes working FX infrastructure or a well-branded listing.
The verified launch facts are clear: ZARU is live on Arc, pairs with USDC on StableFX, and carries a one-rand, onshore-backed design under BlockTower’s FSCA licence.
